To accelerate the achievement of the COVID-19 vaccination in Indonesia and the implementation of the Breakthrough ACTION project, a Technical Working Group (Pokja) was established and agreed upon by the director of Health Promotion and Community
Empowerment (Promkes), dr. Imran Agus Nurali, Sp. KO, who is also the head of Pokja. The members of the Pokja are directorates related to the COVID-19 vaccine including, the Bureau of Communication and Community Services, Directorate Surveillance and Health Quarantine, and Directorate Family Health MoH.
The Pokja will oversee the development of evidence-based strategies, plans, and implementation of social and behavior change (SBC) activities related to COVID-19 vaccine access and supply services. This evidence supports the purpose of being an analytical tool for developing strategies, targets, indicators, and measuring program achievements.
To review and align the COVID-19 vaccine communication strategy with current government policies in an integrated manner, the first Pokja meeting was held virtually the 28th of January 2022. The Breakthrough ACTION presented the communication campaign plan, community engagement strategy, and the qualitative assessment research plan to the Pokja for feedback and approval.
The Pokja members agreed upon the overall campaign and community engagement plans with the focus on the elderly and the general population who haven’t completed the second dose. The campaign will be at the national level as well as at the provincial level in Riau, East Java, West Kalimantan, South Sulawesi and East Nusa Tenggara. The community engagement activities will be at local level in the five provinces. The qualitative assessment will also be conducted in the same provinces to better understand vaccine hesitancy among the unvaccinated.
As a follow up to this meeting, the Pokja Promkes will hold a provincial coordination meeting on the 8th of February 2022 to agree upon the proposed community engagement strategies and establish communication between the national and provincial stakeholders. The Pokja also agreed to conduct the second meeting on the 23-24 of February to discuss in detail and agree upon the full implementation of the campaign plan, community engagement activities, and review the findings from the qualitative assessment.
