Since 2013, the Family Planning team of the Bill & Melinda Gates Foundation (BMGF) has invested in MyChoice (PilihanKu) project in Indonesia. Led by the Johns Hopkins Center for Communication Programs (JHCCP), MyChoice was implemented in close collaboration with BKKBN to strengthen BKKBN’s capacity to manage and implement the family planning (FP) program from the central to the sub-district levels. The program has four key components: demand generation, supply chain management, facility readiness, and leadership.
To ensure that BKKBN has the skills and know-how for the continued planning and funding for these tools and activities, the Bill and Melinda Gates Foundation has awarded CCP a sustainability grant that will fund the development of a local NGO, Jalin Komunikasi Indonesia, to implement the activities and provide the needed technical assistance to BKKBN. The technical assistance provided in the area of a data dashboard for visualization of FP primary indicators, a digital supply chain to support program staff in generating distribution plans and monitoring key performance indicators, and a BIMA e-learning platform as a media for staff to increase their competence independently. In addition to the digital platforms, Jalin also supported the development of the advocacy and Kampung KB (Quality Family Village) components and strengthened the leadership skills of first and second-echelon officials.
Jalin has reinforced the BKKBN team in those areas and has been successful in supporting the improvement of the system at BKKBN. BKKBN has established the supply chain team consisting of 5 components and held the regular meetings and data-driven decisions. BKKBN uses a SCM dashboard to control supply availability and prevent stockouts. Health facility apps have been expanded in two districts, in two provinces. In this Project Jalin has initiated the cross-ministerial coordination to develop a performance evaluation system using data from Bappenas and the Ministry of Finance budgeting. The dashboard’s menus and indicators, including Operational Indicators, Strategic Plan Indicators, and Stunting Families At Risk, have been developed and updated. Sistem Belajar Interaktif Mandiri (BIMA) has been integrated into SIDIKA, accessible on the SIDIKA webpage. A two-day class development workshop was held and 6 classes has been enrolled to the system. The advocacy guidelines for Bangga Kencana and stunting reduction have been completed, along with the advocacy pocketbook and monitoring and evaluation guidelines. At the Kampung KB program, a videographic on optimizing implementation was produced, and the BKKBN head signed the management regulation. A slide deck and videos were developed for education sessions.
